I don't see any reason why it shouldn't be. It has a bigger population than about 2 states. One problem could be having a Fed. capital and a state capital in the same city.

It would give the Democrats two more Senate seats and another House seat. That's the reason. And since it would require a Constitutional amendment, it ain't gonna happen.
