But is expecting law enforcement to solve your problem not the conditioned behaviour?
We are one of the rare countries with public law enforcement. And as far as I'm conserned the only species on earth that has law enforcement.
With that being said. Life with law enforcement is the exeption rather then the rule. It's easily argued that expecting any kind of public law enforcement, Is the conditioned behaviour.

Nature has operated without public law enforcement for billions of years.

Law enforcement has become an extension of conditions of political influence and measurement within the Judiciary

Expecting law enforcement to solve our rural crime matters is conditioned behaviour.
It actually leads to terrible outcomes,unsafe situations
The lastest gig in self protection is do not phone the cops,neighbours beat the **** out of the thief on their yard,took a gun to them,and stated the worst mistake of the evening would have been to call or expect the cops to do anything,the rumour has it the thief was begging for his life
Right or wrong or maybe even provoked,I am not sure of the right answer

You must be typing faster than you can think, Я не понимаю, I don't understand. Who is the NSLP? Or do you mean the NSLC? They've helped me lots, like a lot of other East Coasters, get 'em drunk and fuggetaboutit. :-D
