If he had an employer at anytime in his lifetime and he paid into the plan he should be getting some.... not as much as disability cpp.... but some

OAS yes CPP/PPP no unless CPP/PPP is paid to persons not contributing into it, even then it would be debateable because it would not be paid from taxpayer's money.
One guy wants everyone to have a well paying job . The other just wanted to sterilize the useless ones .
May depend on your personal definitions of socialism/capitalism. My main point is that either description can include both desirable and undesirable elements and consequences.

OAS is socialism as everyone is eligible even if they are a recent arrival to Canada and never paid a dime in taxes here. CPP payout is based on how much you contributed over your working life.
