I understand.
When you drill down into the numbers, however, a jurisdiction with a high population can benefit from scales of economy and more efficient use of the capital per person and relative to the physical area.
Ontario and Que, having the largest pops should have the largest CapEx but the most efficient use of capital (in a perfect world) thereby resulting in a debt per capita # that isn't as outrageous as we see it in reality

Fiscal conservatives usually do. The problem is when they let social conservatives drive the bus. Brad was smart enough to run a fiscally conservative operation while ignoring Pete and the rest of the Saskatistan So-cons. Klein managed the same feat in Alberta.
