There are. But they can only refine so much oil at a time. It would also be a way of spreading the industry's jobs throughout the country instead of everyone having to head to Alberta if they want to work in the oil industry. Well, I guess they could go work in Southern Ontario but that region produces the same amount of oil in a year that Alberta cranks out in a few hours.
