I've seen that/those developments..... Functional is a word I'd use to describe it... Other words might be utilitarian or dog-ugly.
Will be interesting to see how fast the gvts will divest of those places as the maintenance and upgrade costs outstrip the economics of that deal.

Social housing is a major drain on municipal budgets all across the country and it isn't really a municipal responsibility, either. Right from the beginning, social legislation like that has been a Provincial responsibility but all of those slimebags diown-loaded the money-sucking monsters to a level of government that cannot levy income taxes.
A private developer would never have been able to build there. From the waterfront all the way east to Clark is so contaminated with arsenic the reclamation costs kill development. It's why the chunk of land sits empty. The only new buildings along E1st is a beemer dealership.

i can tell you that one of the approved techniques (in certain cases) is to encapsulate the contaminated grounds (read: cover it with asphalt) and zone for commercial/light industrial
