A trans-woman is a woman, regardless of full transition or not. That they have a peen isn't what makes them trans; it's just an organ like anything else.

Most trans-men don't full transition, because the operation for a penys doesn't give them the full function of a real one and there's still lots of complications that come with it. That doesn't make them less of a man.
