Sauidi buys the equipment as it is for 'the rebels in Syris' but it goes to Mossad trained rebels in northern Iraq that have been doing the terrorist acts in Iran. With Syria and Iran being classified as 'escaped' the rebels need a country, that leaves Iraq and Obama is already demanding 'their man' step down and that would let the rebels in and their rule would put Saddam's to shame but it is a base to stay hostile at Iran and Syria while costing yourself very little.
Turks and Jordan are the 'schools' and supply depot with Israel doing the training and the US taking the 'heat' for their 'escape into the wild'.
