I agree that the rich have a moral obligation towards the poor. But guess what! The poor have a moral obligation towards themselves too. That's why some jurisdictions have developped strict self-exclusion policies from casinos, or stricter alcohol laws, etc. as a way to help the poor. Yes the rich may need to provide funds to help the poor to a degree, but we can't count on that alone to help the poor. Even the rich can afford to pay only so much. In the end, we need to help the poor exercise their own obligations too.
Even when we do give money to the poor, it should go mostly towards literacy, trades, or professional education or addiction therapy to help them get back on their feet, as a hand up, not a hand out. We shouldn't just be throwing money at the poor with no idea how they're going to spend that money.
Conservatives want to help the poor by teaching them how to fish, socialists just want to enable their bad habits by just throwing fish at them.
