That always becomes the issue right? When you hold public office and you speak publicly, who are you speaking for? In principle I'd say that once you hold public office, you don't speak publicly unless your speaking on behalf of your position. Which isn't saying he, and the city by default, should bear the brunt of anything he said, but that when you hold office your public words take on a whole new meaning. I do hope, for all your sakes, that the courts will find he spoke on his own behalf, even though he shouldn't have been expressing personal opinion while in office.
