Lets be fair here, I can tell the muslim women who wear veils I know apart by their eyes just fine. Now there is no law saying they can't show their face, so we think we get to dictate morality and tell them they HAVE to show more of their face.
Perhaps later we can decide we can only fully Identify a woman by her breasts, their is no law saying women can't go topless after all, its legal.
Lets just force women to go against their own modesty and moral objections if they want equal rights then.
Its no different, sure YOU don't think showing the face is immodest and many many women around the world don't see going topless as immodest (nor do our laws). I wouldnt' force a woman to take her shirt off to vote though.
A face is not a good way to validate someone is who they say they were, I shaved and wore different clothes not a week ago as a joke on some old friends I hadn't seen in two months. I sat the table across from them for 2 hours at a dinner as they got pissed off and tried calling my cell, not 4 feet from me. Visual ID is nice, but its laughable with security.
If you really care about ensuring someone is who they say they are and not about forcing people to either subject themselves to our oggling eyes and way of life or be cut out from government...

That being said, the law is the law. Its not for elections canada to decide. Its for the courts to decide unless the governments use the notwithstanding clause.
