Montreal’s former anti-racism commissioner Bochra Manaï is suing a prominent Jewish advocacy group, alleging it published a visual montage comparing her to Adolf Hitler.
The alleged comparison is part of what Manaï claims was a nearly three-year campaign by the Centre for Israel and Jewish Affairs (CIJA) to discredit her, undermine her professional credibility and get her fired from the City of Montreal. She is seeking $125,000 in damages in a lawsuit filed in Quebec Superior Court in Montreal.
At the centre of the claim is a CIJA publication from around June 11, 2025. The lawsuit alleges the organization published a message questioning Manaï’s competence and circulated a “visual montage comparing her to Adolf Hitler.”

CIJA called for her resignation that November, accusing Manaï of failing to adequately denounce antisemitic attacks on Jewish institutions in Montreal while speaking publicly about the Israel-Hamas war.
The Gazette reported at the time that Manaï had attended at least one pro-Palestinian demonstration where radical imam, Adil Charkaoui, called for the extermination of “Zionist aggressors." Manaï failed to publicly condemn the remarks even as other officials, including former premier François Legault, denounced them.
Then-mayor Valérie Plante said at the time that she had reminded Manaï of her duty of discretion and told her to meet with communities affected by the conflict.
The city later told the Gazette that Manaï was meeting representatives of Montreal’s Jewish and Muslim communities “to strengthen bonds of trust” and was committed to “listening to and hearing all voices.”
Manaï alleges CIJA and its representatives repeatedly intervened publicly throughout 2024 and 2025, creating what she describes as a narrative that she was “failing in the performance of her duties and incapable of fulfilling her mandate.”
The filing points to a December 2023 CIJA publication that allegedly described Manaï as “complicit by refusing to speak out against hate.”
Manaï argues that language associated her with “a form of moral complicity” in hatred and constituted a serious accusation capable of significantly damaging her reputation.
Her lawyers characterize CIJA’s actions as a “public, repeated and sustained” campaign of harassment intended to discredit Manaï, undermine her professional credibility and obtain her dismissal.
Manaï also alleges CIJA’s communications contributed to stereotypes associating Muslims with antisemitism and extremism, including by suggesting that she supported or tolerated extremist violence.
The lawsuit argues this amounted to discrimination based on religion prohibited by Quebec’s Charter of Human Rights and Freedoms.
Manaï says the alleged campaign caused “harm to her reputation, dignity and integrity, humiliation, stress, anxiety and loss of enjoyment of life,” according to the lawsuit.
CIJA declined to comment, citing the ongoing legal proceedings.
