OTTAWA -- Prime Minister Justin Trudeau's Liberal government plans to launch a National Counter-Foreign Interference Office, amid ongoing scrutiny of allegations that Beijing interfered in recent federal elections.

Tuesday's federal budget earmarked $56 million over five years for measures to combat foreign interference, threats and covert activities.

Keep in mind, that any Liberal/NDP promise beyond 2025 is just smoke & mirrors…as beyond the next federal election in 2025, it’s just false promises dumped on the next government just like the debt being dumped on our grandchildren.

If they’re not going to allow a PUBLIC Inquiry, they have to appear to be doing something…& this has the appearance of being something.

The budget document says the new office will be created within the Department of Public Safety, but it does not include a timeline for its launch.

The measures come as former governor general David Johnston takes up his role as a special rapporteur, with a mandate to sort out whether Trudeau should call the public inquiry demanded by the three opposition parties, & the NDP.

“For this new body to report to a minister is to repeat the same pattern of failure and political interference,” Juneau-Katsuya continued.

“This office must be independent, separate from CSIS and the RCMP — it needs to report directly to the House of Commons, with a director appointed by the House.”

This new office, he said, must have the powers and ability to investigate, search, arrest and prosecute in a criminal court and operate without the possibility of political interference.

The Liberals are also proposing legislative amendments that would task a federal banking watchdog with determining whether large financial institutions "have adequate policies and procedures to protect themselves against threats to their integrity and security, including protection against foreign interference."

The Office of the Superintendent of Financial Institutions would also be given the powers to take control of a bank "where there are national security risks."

Hmmmm….That sounds vaguely familiar like I’ve heard it somewhere before or something like it about February 14th 2022 or so….

The proposed legislative changes would enact whistleblower protections and crack down on people who avoid reporting requirements by using a series of small transactions.

The RCMP says it has launched an investigation into violations of national security information law in connection to media leaks of Chinese foreign interference allegations.

Ottawa would also compel banks to report on assets held by people who are subject to sanctions, beefing up existing rules that generally only compel such reporting on clients suspected of terrorist financing and money laundering.

We've had gun laws on the books forever & government still insists that the gun violence in Canada must be done by legal (as opposed to illegal) guns. So we may not have as many school shootings but we have had them & just like the current U.S. administration, they're targeting the wrong people. In a pair of Order in Council releases issued this week, the federal government has offered additional details about what Johnston is being mandated to investigate, and to what degree he’ll be able to access secret cabinet documents.

Prime Minister Justin Trudeau had already announced that the former governor general would have to present an initial report by May 23 advising on whether a public inquiry or other "mechanisms or transparent processes" are necessary.

Additional intel on what foreign interference special rapporteur David Johnston will be empowered to dig into and access in terms of secret documents has been made public, as has his per diem for what's being described as a "part-time" role.

Then, up until Oct. 31, he is to release reports "on a rolling basis" on issues related to shoring up Canada's democracy, as they arise.

The donation to the Trudeau Foundation was returned last month when The Globe reported that Canadian Security Intelligence Service captured a conversation in 2014 between an unnamed commercial attaché at one of China’s consulates in Canada and billionaire Zhang Bin, political adviser to the government in Beijing and a senior official in China’s network of state promoters around the world.

The pair discussed the federal election that was expected to take place in 2015, and the possibility that the Liberals would defeat Stephen Harper’s Conservatives and form the next government, according to a national-security source. The source said the diplomat instructed Mr. Zhang to donate $1-million to the Trudeau Foundation, and told him the Chinese government would reimburse him for the entire amount.

Anyway…all Dylan’s aside, the head of the Pierre Elliott Trudeau Foundation and its board of directors resigned Tuesday, citing the political backlash that followed a revelation that the true benefactor behind a large financial gift from a Beijing billionaire was the Chinese government.

On Tuesday, the foundation said in a statement that president and chief executive Pascale Fournier and the entire board would leave, adding that the political scrutiny surrounding the donation had put pressure on staff members and the board’s volunteer directors.

The foundation is backed by a $125-million government endowment set up in 2002 under former Liberal prime minister Jean Chrétien. It provides scholarships, academic fellowships and leadership programs.

Conservative Party Leader Pierre Poilievre said there needs to be an investigation into the foundation.

“We need to know who got rich; who got paid and who got privilege and power from Justin Trudeau as a result of the funding to the Trudeau Foundation,” Mr. Poilievre said on Twitter.

Seven months after the Liberals won power in 2015, Mr. Zhang attended a Liberal Party fundraiser at the Toronto home of Chinese Business Chamber of Canada chair Benson Wong, where Mr. Trudeau was the guest of honour.

The foundation also came under the political spotlight after Mr. Trudeau named former governor-general David Johnston as a special rapporteur to investigate Chinese government interference in the 2019 and 2021 federal elections.

Mr. Johnston was a member of the Trudeau Foundation but stepped down after the appointment. Mr. Johnston got out right before the mass resignations over Chinese interference so he can now investigate Chinese interference in our Federal elections. Seems about right.

The opposition parties argued he was in a conflict of interest because of his connections to the foundation and because he was a long-time friend of the Trudeau family.

Opposition MPs also criticized the government for naming former senior civil servant Morris Rosenberg to head up a study into the 2021 election campaign, since he was president and CEO of the Trudeau Foundation when the Chinese donation was made.
