He could have ended it before it even got off the ground simply by ending the vaccine mandates for cross border truckers . After all they had been safely crossing the border for the two prior years .
That became a moot point the second the US imposed their own border mandates, that was before the convoy even got near Ottawa. That was where things started to go south, when the point of the whole thing got foggy and went from end-the-border-mandates to f**k-Trudeau. As time progressed and the authorities and public opinion turned against the protesters it got harder and harder to tell the goodguys from the badguys.

He could have taken all the air out of it with a measured, moderate speech that didn't give an inch, explained what was going on and why, and encouraged Canadians to practice the virtues of courage, patience, and fortitude.

There still woulda been pissy little whiners, but he could have isolated them and let them be laughingstocks, rather than making them some sort of bullshit Tom Joad heroes.

Didn’t matter what the U.S. the convoys original stated goal was the cross border mandates . It was a senseless ruling in the first place with supply chain issues and driver shortages . The deep thinkers saw how easily laying off the unvaccinated was absorbed by public sector and Bob’s your uncle .
Fuck Trudeau flags have been flying in every protest since let’s go Brandon became a thing . And I really did not see public opinion turn against the protesters if the rallies at the B.C. Legislature, Pacific Boarder , Ossoyos , Prince George , Cranbrook and others just in B.C. these last weekends are indicative .

Just to be clear, am I correct in concluding, overall, that you think the government of Canada (and the world, but this is about Canada) should not have responded to Covid at all? Beyond maybe contributing part of the cost of developing treatments or preventatives, since you go ballistic when I say "vaccines?"

Of course no one saw this coming even the truckers themselves were overwhelmed . Without media coverage by the time the convoy reached Saskatchewan it was about a thousand trucks with more joining daily . In frigid temperatures thousands of supporters greeted them with flags and signs food money and encouragement. It kept growing from there into the final result in Ottawa . No one saw this coming , so how could they have been prepared .

Good luck getting a straight answer to this.
