Congressional watchdog skeptical on new F-35 logistics system.
WASHINGTON — The Pentagon is moving forward on a redesign of the F-35’s troubled logistics system, but a congressional watchdog organization is urging the department to hammer out critical details such as the cost and technical risks associated with the new system.
Earlier this year, the F-35 Joint Program Office announced that it would be doing away with the Lockheed Martin-designed Autonomic Logistics Information System, or ALIS, which is used to track and order spare parts, conduct mission planning, guide maintainers through repairs, and other key functions necessary to support the Joint Strike Fighter.
Due to longstanding performance problems with ALIS, the Defense Department intends to co-develop a new cloud-based replacement with Lockheed known as the Operational Data Integrated Network, or ODIN, which would be fielded by 2022.
But in a new report released Monday, the Government Accountability Office noted that the Department of Defense still needs to solidify the acquisition strategy and goals of ODIN.
“As DOD proceeds with replacing ALIS with ODIN, it will be imperative for the department to carefully consider and assess the key technical and programmatic uncertainties discussed in this report,” the GAO stated. “These issues … are complex, and will require significant direction and leadership to resolve.”
Pentagon spokesman Lt. Col. Mike Andrews said in a statement that the move to ODIN will create “a new, cloud native system that incorporates a new integrated data environment and a new suite of user-centered applications” and include strengthened cyber protections as well as real-time monitoring of system performance.
Although the GAO did not finish its report until this month, it primarily based its findings on data from fiscal 2019, meaning that the report may not take into account the F-35 program’s newest information on ODIN.
However, the GAO raised questions about the scope of the ODIN program, most of which have not publicly been answered.
“DOD lacks clarity about the goals of the re-design, such as the capabilities that will be included in the future system and the extent to which ALIS will be hosted in the cloud,” the organization stated.
“In addition, DOD has not fully assessed key risks or uncertainties, including the extent to which DOD can adopt an Agile software development approach or manage the system itself. Finally, because it has not answered key questions about the future of the system, such as the extent to which the re-design will incorporate current ALIS software, DOD has not been able to develop accurate cost estimates for the ALIS re-design.”

Marine Commandant Gen. David Berger told reporters Wednesday that he is a firm believer in the capabilities the F-35 is bringing, in particular the jump-jet B model favored by the service. However, Berger made it clear he’s not wedded to long-term procurement plans, at a time the corps is shedding legacy missions as it pivots to focus to a primarily naval-focused service.
Berger noted that an upcoming independent review of his force posture plans, expected to be completed in the next few months, could be a forcing function for more changes. Already, his planning guidance to the corps changed how many planes are featured in each F-35 squad, from 16 to 10.
Longstanding plans call for the Marines to procure 353 of the F-35B and 67 of the F-35C carrier variants.
“Right now, the program of record plows ahead as it is,” he said. “But I’m signaling to the industry, we have to be prepared to adjust as the operating environment adjusts. Right now, the program of record stays the same, but we will — we must — adapt to the adversary and we must adapt to the operating environment that we’re challenged with being in.”

"The Joint Strike Fighter (JSF) program continues to carry 873 unresolved deficiencies, most of which were identified prior to the completion of System Development and Demonstration (SDD) and entry into IOT&E. Although the program is working to fix deficiencies, new discoveries are still being made, resulting in only a minor decrease in the overall number of deficiencies. There are many significant deficiencies that should be addressed to ensure the SDD baseline configuration is stable prior to introducing the large number of new capabilities planned in Block 4.
• ThecurrentContinuousCapabilityDevelopmentandDelivery (C2D2) process has not been able to keep pace with adding new increments of capability as planned. Software changes, intended to introduce new capabilities or fix deficiencies, often introduced stability problems and adversely affected other functionality. Due to these inefficiencies, along with a large amount of planned new capabilities, DOT&E considers the program’s current Revision 13 master schedule to be high risk.
• Although the program planned a greater dependence on modeling and simulation (M&S) in C2D2 than was used during SDD, no significant changes in the simulation venues have occurred. The program has established internal processes to aid in the development and enhancement of adequate M&S capabilities; however, planning and full funding are not complete.
• Adequate evaluations of Block 4 capabilities will require the use of Open-Air Battle-Shaping (OABS) instrumentation, the Joint Simulation Environment (JSE), and Radar Signal Emulators (RSE)."
