He took away control of infrastructure management from municipalities by slashing transfers to them and making them go cap in hand to the province. He wasn’t the least bit interested in the social conservative agenda. He was fiscally conservative (as was Chrétien/Martin at that time) in that he balance the budget but he certainly didn’t reduce the size of government.
