Perhaps what the next government should do is make intentional (so not second-hand) recreational consumption an offense punishable by a heavy fine but legalize it otherwise. Even though we'd know that people would be using it, the fact that they could legally buy and sell it and have it in their possession but just not consume it recreationally would ensure that those who intend to do so would be much more discreet about it so as to not bother the rest of us with their stink. Advertising rules should be strict too along with other regulations. We should apply the same to nicotine and alcohol too.
