Unfortunately there are those in government who think they can control economic factors when, in fact, they cannot. There are too many variables.
All governments can do is tax, regulate and interfere in businesses and, based on this, investment from individuals and businesses will determine how these 3 factors will impact their decision-making. It is these businesses (mostly) and (some) individuals who have the discretionary funds to invest that will impact the economy for the good and/or bad. Other outside variables will also determine the outcomes which are beyond any government control. Governments who interfere with the market place do so at their own risk..
