Not really. That's not even a third of the Democrats in the House of Representatives. I think everyone would expect they could find 58 Democrats who hate Trump enough to impeach him. (I'm assuming they are all Democrats. I don't know because this story doesn't seem important enough to find out)
Is it an embarrassment that they even bothered? It was obviously a vote for show. There was no way it was going to pass. They might look silly and a lot of theatrical protests look silly to outsiders.
