Soldiers by any other as the desire was to steal their land while they were still on it.. A proxy army if you will. Sad to think the conditions back in Europe were made so bad people were willing to leave their homeland to go fight in some far off foreign land. The equal today would be offers of free land in eastern Russia in an effort to start some settlements along the new rail line.
Perhaps moving somebody from a refugee camp (in reality the men are fighters that lost the war in Syria so if they stayed they would be killed) into a large city, crime ridden city, and expecting things to go smoothly. Use all of Tumbler Ridge,BC as a refugee camp and people from the same general area that now live in the cities would travel there as part of their job. As the new residents figure out what they want to do then a location that suits them can be chosen.
Our cities are already modeled after a system that doesn't work, little groups from the same nations they came from huddle together and avoid much interaction with any other part of the city. Two by two would work, two families from the same country can be neighbors and then somebody from another nation takes up the next two spots.
Our current method is throwing fuel on a fire that is already burning. You can't believe that when it turns out bad that it should come as a surprise to anybody. The (costly) solution makes somebody rich for doing nothing. And we call the immigrants retards, lol. We can't even look at ourselves without seeing it as a hopeless situation.

Big oil is making billions off people being chased off the land that hold trillions in treasures. If 1/2 of the US Military budget is spent guarding those oil fields we should expect our ratio is about the same.
