If it has no bearing, then he borrowed and spent for nothing since according to you, the same would have happened under Harper with much lower spending. Though Harper was a xenophobe whereas Trudeau is at least nominally more open. But then we're diverging from economics to human rights.
But on the economic front, you seem to be saying Harper could have achieved the same without raising the debt because the economy does not respond to government spending.
Now, if the economy does not respond to government policies, then how do you explain the differences between West and East Germany at the time, or South and North Korea, or Mainland China and Hong Kong and Singapore? You can't blame it on culture since they belong to the same ethnic groups.
