Hulot argued that abruptly ending previously approved exploration licenses and extraction permits would expose the government to costly lawsuits from energy firms. “France’s budget can do without that, believe me,” he said.

The minister’s announcement on Friday received a lukewarm response from environmentalists who wanted Hulot to adopt a harder line.

“There are at least 55 exploration licenses that were previously approved and will likely be extended, and 132 extraction permits awaiting approval,” said Juliette Renaud, a fossil fuel industry expert with Friends of the Earth, lamenting these are exempt from the bill as it was announced.

The proposed ban will also do nothing about existing drilling. France counts 64 active oil and gas fields covering an area around 4,000 square kilometres, according to official figures. France produces only 1 percent of its own oil needs, relying on imports for the rest.

It appeared that Hulot’s cautious approach – announcing a bill that reassures anti-fracking activists, but also energy firms already drilling for oil and gas – would be applied to a wide array of controversial and pressing environmental issues.

He said he would push for tax reforms that would gradually bring the price of diesel fuel in line with petrol at pumps. For years the low price of diesel has incentivised French consumers and car companies to opt for vehicles that more negatively impact air quality.

The market share of all-electric passenger cars increased from 0.30% of new car registered in 2012, to 0.49% in 2013, and reached 0.59% in 2014.[1][16][17] Until 2013, most plug-in cars sold in France were pure electric cars, but from 2015, sales of plug-in hybrid cars rose significantly.

After the introduction of super-bonus for the scrappage of old diesel-power cars in 2015, sales of both segments of plug-in cars surged, and for the first time the French plug-in market share passed the 1% mark, ending 2015 with a market share of 1.17% of total new car registrations that year.[1][8][18]

The plug-in market share climbed to 1.57% of new car registrations during the first three quarters of 2016.

Good move? So you don't support the profit of so-called "green energy"? Can't have green tech without oil. In fact, it's impossible for it to exist without oil. If countries really intend to build all the solar and wind installations they claim they will, there's going to be another boom in both the oil and coal industries.
And France is bailing out on the golden opportunity. That's like beheading yourself to spite your toes.

Not at all, exploration is siesmic programs. The country (and most other developed ones) have had that done many times as equipment got better. There is nothing new to find, what France has found so far is all there is. Drilling and exploration are not the same. Siberia need more exploration as well as other remote places in the world, somewhere down the road. You don't explore when there is an oil glut such as we currently have.

Right. That will have about zero impact on a nation that produces almost no oil. Right now France ranks 71st in oil production, about one-third of what British Columbia produces. It's sort of like saying Alberta is going to stop growing oranges.

Regardless of how you feel about this particular move, it will not help France in the world economy and certainly has absolutely nothing to do the the USA.

No wonder Libya looks like such a good deal for them should the UN give then the security detail they had with Israel/Lebanon/Syria border Mali is theirs already so this would just be an extension. The alternative would be to give it to Italy as a way to balance their budget. (in exchange for not spilling the beans)

Russia, China. India are holdouts also, the main carbon emitters so the only ones left are the ones living in the 'out-back- places in the world and they usually don't have a lot of cash. Perhaps the oil and precious metals they are standing on can be used instead. With any luck the value of each will balance out exactly right once they have been extracted.
