I'm guessing when the establishment is fairly busy they probably do, we eat in restaurants quite a bit and generally leave a buck or two on the table, so one or two such patrons an hour would cover the difference. However there is always going to be the exception to the rule who doesn't and in such restaurants (greasy spoons) there's probably no way the proprietor could afford minimum wage. It's a catch 22 situation, I think.
