I do not know how quickly the order was written. I believe Trump wants to see new legislation, but it will be Congress that approves or refuses, based on process.
Trump cannot make up new rules. He cannot change laws or legislation with an executive order. Congress is the only body that can do this.
Down the road, new laws or changes to existing ones can be proposed. Trump is telling the agencies involved how he wants to see them do their jobs. He is not adding to, changing, amending or rewriting anything. He is clarifying how he wants to see existing legislation utilized.
Think of it this way: a judge in traffic court has some leeway on how to deal with people who enter his court. Trump has clarified how he wants his agencies to proceed under the law. He has expressed his desires on that leeway.
The NY federal judge who allowed visitors in - who hold valid visas - used her authority. Her stay is a temporary measure, but lets individual visa holders, visiting legally, into the country. At the very least, it will give individuals time to arrange for legal help or whatever else the visitors wish to do.

Of course they can. They just have to challenge their legality in court. If an EO violates the Constitution (which this one appears to) it will eliminated.
Paul Hunter was just on C.B.C. T.V. news and he says that Trump has just done exactly what he said he was going to do while campaigning and what people voted for!
Trump will backtrack. He'll remove the ban but he'll say he's accomplished what he wanted. Of course, he won't actually say what that is.

By the letter of the law they can, but going to court over EOs is rare. Trump's advisors would have been careful to word things correctly.
