Most Canadian cities charge by the cubic meter for water. Vancouver it's a flat fee on your taxes but don't expect that to last with the new force mains tapping into the Fraser.

Unless you own an unregistered well you are paying for water anyway. Have for decades but the wording in the contract is such that you are paying a "delivery fee". If you live in a city just try and shut off the pipe and drill your own well.
