That should cement an alliance that does not include the US. Iran and Turkey would be the most interactive and Russia would keep track of the hardware that enters the country. Demolition crews would seem to be required in high numbers and then the ones that lay the utility pipes and the rubble buries them and you have easy access and no new landfills are created. Container Housing where the DIY prefab kit tales up 1/4 of the space and when 'assembled' it is an self contained, insulated inside or outside or both once it is is on-site, air conditioned with slide-outs being an option, raw sewage composted on-site, build in networking, etc. The usual things you would finf in an exclusive clubhouse, only a digital meeting rather than anybody needing to get up and move anything anywhere. The version that comes on it's own 'skids' would contain all the steel needed to connect many together in a 'weather-proof' and 'siege proof' as far as the main utilities are concerned, such as winter storms taking down some main-lines that are still above ground and then you die if you can't provide those missing utilities.

Done right the big plants would feed the industries and the 'suburbs' would feed itself and supply the industries with 'back-up power' should their system be down for some reason. Perhaps it will have a Sim Game developed that is based in the old point and click and the computer does the moves. Only this time the projects being done would be based on things that are on the shelf some place in the country.
Sim Golf Club only Donald size and with many trained professionals 'on holidays' their interest in the mechanics of building a realistic one would make it physics based rather than artistic based. Google earth already has 3d cities available so building race tracks (or whatever) would be more computer time than artist time. Army Engineers are allowed to work on American soil during a civilian project if it 'protects them' from a disaster. They have the expertise to design things once they have have some real data to work with and bored civilians would provide the needed muscle as it would be a temp job and what robots are built would be the workers for the 'long haul'. People just need something to do with their free time and if the financing is available and the experience is real enough a home version might be some updated legs that fit existing easy chairs and couches and the big screen is as detailed as possible to the point of 3 screens create 'a cave' and the 'optional controllers' are a precision kit form that can mimic real-life devices and these custom 'conceits' allow the end-use the best chance to complete the task in the least amount of time. Such as an F-! track that has all the bumps and angles, maybe dial out the annoying bumps. A local map of Alberta might have the 'rebel fliers based in the Caribou Mountains might bomb Edmonton and Calgary in raid that sees cars on the highway that are logged onto the same network in a different VR Room. That uses 90% of off the shelf hardware and software that is available today. The ideal controller base would be a barbers chair with a 5 point harness attached and the chair moves and the big screen tv's do not move at all and that should make them last longer.
