If the First Nations was able to get some permissions through the ICC in changes to the status of a 'Reservation' as that would be the model for what a 'refugee camp' looks like. Their heritage should now be an asset in business adventures rather than a detriment. Turn the parks on Reservations into healing centers and have the AA run the booking end of it and the Indians can handle the 'fun stuff' as many of them would have been through the program themselves. Locals would keep the company in the black, treating foreigners would make that base amount seem quite small in the long run as far as how many customers are possible.
