There's only one definition of revenue neutral in this context and that is simply that the money goes back out as investment or tax credit.

And even if overall the carbon tax collected was equal to the reduction in other taxes the fact is that it is applied unequally across the province. Anywhere outside of the major centers does not have access to NG for heat but must rely on oil of electricity both of which are punitively taxed.We also have to drive farther for everything and for the most part do not have access to cheap US fuel.It even adds to the cost of our food.
