Why is it an outrage? Are Mexicans some kind of Pariah?

It is an outrage because Mexico is a sovereign nation. Anyone coming into Canada from another nation should need a visa.
Jeez! Why not just do away with visas, passports, any kind of documentation? Just throw the border open and say, "C'mon in!" to anyone and everyone from anywhere!
I've never gone to Mexico but I would think you would have to have some documentation to get in there.

Not altogether sure but have had many friends drive down there .

It would be the same as going to the States now. Nobody needs visas. Mastercards are accepted.

Yup. I've had plastic surgery and changed my name.

I recall hearing something about special driver's licenses being issued now that take the place of a passport when driving into the U.S. Is such an article currently in effect? Can anyone who is qualified to drive (w/o a criminal record) get one?

Yes. It costs as much as a passport I think and equally painful to get.
