Just give them a work visa and if they can find their own way in Canada and find work, we won't stand in their way.

Then give him a conditional work visa that allows him into Canada if he can present a job offer.
How about finding work before you get into a country? Canada does not like people that do that. A neighbour is from Switzerland and wanted to move over here, start a business, and hire a few people. Canada made him leap through 4 dozen hoops while juggling, breathing fire, and reciting the entire Charter by heart. Took the poor guy well over a year to just get going. Hubby told him he should have just claimed refugee status and he would have been here within a week, gotten a free house, free yard, free medical, free .....
