Hypothetically, if time permitted, they could have closed off traffic to the street. But time may not have permitted in this case.

Unless they cornered him in a quarry with cortisone shoots laying around, he would have ran out of rocks or pooched his arm.

Well you see there are laws making government agencies hire representative numbers of society. So if %10 of society are morons then that is what you will find in all government agencies.

I'm unable to respond to this case specifically, BUT it wouldn't be unheard of that a "red neck Regina dirt farmer" has more common sense than a university graduate! Unfortunately, I've never heard of a learning institution that teaches common sense.

I don't know what a person who decides to throw rocks at people should receive as punishment BUT a smart rock thrower would embark on it knowing full well there is no limit to what the result will be.

A few years back a young fellow I know was driving by Nanaimo when some peckerhead dumped a boulder off an overpass and through his windshield. Crippled him for life. Don't know if they ever caught the little bastared or not but a slow death would be appropriate punishment.

Similar happen to my folks. Some idiot kids tied a rim to a rope and hung it off an overpass. Mom had to have surgery after her cheekbone shattered.
