It has been proven they've targeted civilians in the past (dahiya doctrine) and they're at very least careless about civilian lives (nearly 2000 dead civilians isn't trivial). Israel isn't fighting for survival here, they have one of the most powerful militaries in the world being supported by the most powerful military in the world the USA.
