Palestine does not want to be under the occupation of Israel.

Gaza is NOT under Israeli occupation. In 2005, Israel abandoned Gaza. The dismantled ALL Jewish settlements in Gaza, and forced the settlers out. They left behind 3,000 greenhouses built by the settlers.

The point was to see if the Palestinians could be coaxed into peace.

The Israelis even forcibly dismantled five Jewish settlements in the West Bank at the same time. They let it be known that if these actions calmed the waters, so to speak, the West Bank would be unilaterally abandoned as well. It was Sharon's Big Gamble.

It failed. The Palestinians immediately destroyed the greenhouses left behind.

The Palestinians would not accept a de facto country and peace. Israelis became convinced they have NO ONE to negotiate peace with.

The Palestinians chose genocidal Hamas and war.

Now they reap the whirlwind.

Didn't Hamas act like the Red Cross in the 20 year occupation? When Arafat's rag-tag tunnel rats finally sold out Hamas was propelled into the role of being the new Govt. You won't find a 'charter' before that event happened. When you have records of the abuses of a Military Occupation because you are the rescue workers then the charter is going to reflect having those tasks to do at all.

Give Hamas 3 sq mi offshore for an international port and the wall can be sealed off and nobody will even look in that direction at any time other than school.
Pretty sure tracking abilities could follow all the batteries that enter the country to ensure they are used for respected purposes. Moves that the locals would welcome as their personal property can be left anywhere and it will still be there as if taken you can track it down. If Isreal is unhappy about Hamas arresting troublemakers then give them the tools to do it and the locals hold the court. Today Hamas was to hold the hands of the prisoners when moving them and in groups they create a tunnel and they are run down the streets by design of somebody in Israel (or beyond)
