ORDER OF STAVKA SUPREME HIGH COMMAND No. 0428

The experience of the past month of the war has shown that the German army is poorly equipped for war in winter conditions, does not have warm clothing and, having experienced enormous difficulties because of the onset of freezing weather, is hunkered down in populated areas in the front-line zone. The impudently conceited enemy intended to pass the winter in the warm buildings of Moscow and Leningrad, but the actions of our forces have prevented this. German troops, having encountered the stubborn resistance of our units, have been forced over to the defense in broad sectors of the front and have taken up positions in populated areas along the roads to depths of from 2 to 30 kilometres to both sides. Throughout this area German soldiers are living in towns and townships, villages, peasant huts, sheds, barns, and community bathhouses near the front line, and the headquarters of German units are quartering in larger populated areas and cities, hiding in basements and using them as cover from our aviation and artillery. The German occupiers normally evict and drive away the Soviet populace from these locales.
Our urgent task, the resolution of which will largely condition the rapid defeat of the enemy and the dissipation of his army, is to deprive the German army of the possibility of settling into our villages and towns, to drive the German occupiers from all the populated areas into the cold fields, to smoke them out of all lodgings and warm housing and force them to freeze under the open sky.
Stavka of the Supreme High Command ORDERS:
1. To destroy and burn to the ground all populated areas in the rear of German forces to a distance of 40-60 kilometers in depth from the forward edge and 20-30 kilometres to the left and right of roads.
For the destruction of populated areas in the indicated radius of actions, immediately commit aviation, broadly employ artillery and mortar fire, and send in teams of scouts, ski troops, and partisan-diversionary groups equipped with bottles with burning substance [Molotov cocktails- J.Gebhardt], grenades, and explosive devices.
2. In each regiment create hunter teams of from 20 to 30 men each for blowing up and burning populated areas in which enemy forces have taken shelter. Select the bravest and strongest in the political-morale sense fighting men, commanders, and political workers for these hunter teams. Carefully explain to them the mission and significance of this measure for defeating the German Army. Recommend for government decorations the daredevils who distinguish themselves in courageous actions for the destruction of populated areas in which the German forces are displaced.
3. During the forced withdrawal of our units in one or another sector, take the Soviet population with you and be sure to destroy without exception all populated areas so that the enemy cannot use them. For this purpose first of all employ the hunter teams that have been designated in regiments.
4. Military Councils of fronts and separate armies are systematically to confirm how the missions for the destruction of populated areas are being carried out in the above indicated radius from the front line. Every 3 days report to Stavka by separate summary how many and which populated areas have been destroyed during the preceding days and by what means these results were achieved.

What about people like say Trotsky or Che Guevara who were communists and hated Stalin? Hell, even his own people disliked him and started a "De-Stalinization" of the Soviet Union after he died. Then there's Pol Pot who didnt care about anything that was happening outside of Cambodia. As I said earlier aside from referring to themselves as communists they had nothing in common. Their definitions of communism were all over the place.
Actually the Nazis got the concentration camp idea from the Brits. They were the first to use them and that term. Stalin had gulags but they were not his invention. Imperial Russia had similar prisons in the middle of nowhere long before the Soviet Union came around.

5. Выдано свыше 100 000 бутылок с зажигательными смесями и приспособления для их использования.
6. Для помощи в создании команд охотников в дивизии направлены из резерва фронта 38 командиров.
7. Утверждены по каждой армии пункты, подлежащие сожжению и разрушению и установлены задания, в связи с этим, родам войск (авиация, артиллерия, команды охотников, диверсионные и партизанские отряды).
За истекшее время сожжено и разрушено 398 населенных пунктов, из них: в 30 армии - 105, 16 - 113, 5 - 55, 33 - 17, 43 - 24, 29 - 52, 50 - 32 пункта.
Большинство пунктов сожжено и разрушено командами охотников и диверсионными группами, артиллерия из-за отсутствия зажигательных снарядов, а авиация из-за плохой погоды активной работы по выполнению задания не вели.
Активная работа частей фронта по поджогу населенных пунктов нанесла серьезный ущерб немцам, о чем говорит следующий, перехваченный нами, приказ немецкого командования:
"Согласно сообщения штаба 57 ак установлено, что за последнее время во многих местах отдельными лицами и группами, проникающими через линию фронта, производятся систематические поджоги населенных пунктов.
Необходимо повысить контроль передвижения гражданского населения и усиливать охрану на местах расквартирования".
Работа по выполнению приказа Ставки № 0428 продолжается во всех частях фронта.

The following measures were immediately implemented by the Military Council in fulfillment of Stavka Order No. 0428 of 17 November concerning the burning of populated areas:
1. Divisions and regiments have undertaken to form hunter teams, which in a majority of cases are already conducting active work.
2. Intelligence organs of the special department [an NKVD branch in each unit J.Gebhardt] have sent diversionary groups totaling up to 500 persons into territory occupied by the enemy.
3. Squadrons of R-5 and U-2 aircraft, 45 aircraft in all, have been sent down to the armies.
4. Individual incendiary devices- thermite fuses, incendiary ampules, cylinders, and satchel charges- totalling 4,300 items, have been prepared and distributed to units.
5. More than 100,000 bottles with burning substance and devices for their employment have been issued.
6. 38 commanders have been sent from front reserve to divisions for assistance in creating hunter teams.
7. The locales that should be set afire and destroyed have been confirmed for each army and the missions in connection with this have been confirmed to the branches of forces (aviation, artillery, hunter teams, diversionary and partisan detachments).
Over the course of time 398 populated areas have been burned and destroyed, of these: 105 in 30th Army, 113 in 16th Army, 55 in 5th Army, 17 in 33rd Army, 24 in 43rd Army, 52 in 29th Army, and 32 in 50th Army.
The majority of locales have been set afire and destroyed by hunter teams and diversionary groups. Artillery, because of the lack of incendiary shells, and aviation, because of bad flying weather, have not taken an active role in the execution of this mission.
Active work of front units in the burning of populated areas has inflicted serious losses on the Germans, attested to by the following order of the German command, which we have intercepted:
"In accordance with a report of the headquarters of 57th Corps it has been determined that recently systematic arson of populated areas has been carried out in many places by individual persons and groups penetrating across the front line.
It is necessary to increase control of the movement of the civilian populace and to strengthen the guard force in places where our forces are quartered."
Work for the accomplishment of Stavka Order No. 0428 is continuing in all sectors of the front.

Stalin killed a lot of people, mostly because he was paranoid. The British, Spaniards, Americans, Chinese, Turks, &c. killed entire cultures in the name of making them "more civilised."
