Morgan asked Carney how the administration plans to restore faith in the administration among the American people that may have been damaged in the wake of the Benghazi emails and IRS revelations.

Strange, when I worked for the IRS people did not get bonuses for bringing in tax revenues. Considering the fact that the source here is the ultra right wing Examiner, I would venture to guess that this story is another right wing false flag.
