The point is that the US could raise their rates and still be OK, they just need to get their house in order. If what you're saying is true, there would have been no tremendous growth in employment after Clinton raised taxes. More jobs were created after Clinton raised taxes, than after GW Bush lowered them. It's not at all as simple as you are stating.
