No, Canada is not in charge. Among the many other things you do not seem to understand how NATO works is one of them. NATO frequently designates a commander from one of its member nations to coordinate military operations in various parts of the world. In this case the appointment of a Canadian was almost certainly politically motivated so that the US could claim that it was not running the NATO operation in spite of the fact that the US military commitment was by far and still is the largest. The so called Canadian "commander" has almost no power except to suggest to member nations what they might do and then coordinate their actions when they agree. If any member of NATO does not want to join in the operation the commander has no power to force them to do so. That is why you a number of NATO members have chosen not to participate and it is also why the Canadian "commander" has no power to order US forces or any other to carry out any bombing operations they choose not to participate in.
