Vancouver to launch clean crack-pipe distribution project

Among the impoverished drug addicts in Vancouver's Downtown Eastside, crack cocaine users face an extra hurdle to feed their addiction.

Heroin users can pick up clean needles from needle-exchange programs or the city's controversial safe-injection site – efforts that have at least partly curbed risky needle sharing. But crack pipes are more difficult to come by.
Some crack smokers can afford to buy small glass or Pyrex stems to use as pipes. Others fashion makeshift pipes from bottles, cans or even hollow car antennas. And in many cases, they just simply share, potentially putting themselves at risk of contracting disease.

That's about to change, as the local health authority prepares to launch a pilot project later this year to distribute clean, unused crack pipes to drug users.

It's part of the city's harm-reduction strategy that seeks to reduce the transmission of disease while ensuring health-care and social workers are able to interact with hard-to-reach drug addicts. Currently, the city distributes clean mouth pieces for crack pipes, but not the pipes themselves.

“We want to do it in a way that we can evaluate this, because there's a couple of questions I hope we can answer by doing this,” says Dr. Patricia Daly, the medical health officer for Vancouver Coastal Health.

Well, it makes it easier and safer for them and I'd be for it if the use led to 2% of them getting off the sh*t.


Huh...well, the free pipes can be flavoured, I guess. Imaging whatever nasty
flavour, and that might bring about the 2% decrease you seek. Assosiation
of Crack with the taste of "x" might be the answer.

I'm picturing the Pyrex pipe stems mentioned in the O.P. impregnated with
Cod Liver Oil, etc...so the Crack high would be mentally associated with
the taste of sucking on the back end of a raw fish, etc....but...the city
of Vancouver aslo currently gives out free mouth peices for Crack
pipes (aslo mentioned in the same article). Oh well, I tried.

The socialists currently ruining Vancouver have also hinted at taxpayer supplied drugs as well. The problem is that this needs to be a national campaign, otherwise Vancouver will wind up as the only city in Canada and more probably North America with a drug problem.
Their theory is that this will help cut costs to health care down stream because users will not exchange diseases so easily. Now I fully support the four pillars approach to rehabilitation I resent the fact that those that contribute nothing to society are none the less entitled to the same access to medical services as those that work and pay taxes.

Treating an illness as a crime doesn't work, but I have a problem with giving them drug supplies. On welfare Wednesday, they get their cheques and the dealers are right outside banks and money marts sell five dollar crack shots. But where are the cops? They just walk around, doing nothing.

Treating an illness as a crime doesn't work, but I have a problem with giving them drug supplies. On welfare Wednesday, they get their cheques and the dealers are right outside banks and money marts sell five dollar crack shots. But where are the cops? They just walk around, doing nothing.

That's why I say the drug problem could be greatly reduced if the right people were so inclined.

Vancouver doesn't have enough cops to handle rowdy kids from Coquitlam and Surrey when they break windows after a hockey game. What makes you think they can take on Mardis Gras?

The excuse the cops have for not arresting the drug dealers outside the banks on WW is that the system throws them back on the street the next day. I say, so? The job of the police is too enforce the law, not be a judge.

I like the idea of putting drug dealers in a big fenced camp out in the country, just for public safety. Yet the povertycrats would whine this is inhumane. The camp need not be too big perhaps as the cops say only a fairly small number of people commit most of the property crimes. Being kicked out of the city for 1-5 years might clear a few minds.

There's no solution, the most important thing is, the police and poverycrats keep getting good salaries. White and aboriginal.

Why do you want to foist a city problem on us? Dam city slickers are always trying to get someone else to look after their garbage disposal problems.

Why give cops another source of illegal revenue? It's bad enough C.C. staff make a killing off of prisoners and drugs.
