Indeed, it sounds like a drunk woman was spraying breast milk at the officers and they believed that the drunk woman was a thread so they called for more officers to assist them while they arrested the breast milk spraying drunk woman. We know that the officers had to be very close to experience the breast milk spray because humans don't spray milk across the room.

Most likely because they were male officers, worried about some lawsuit if they man-handled her while her breasts were exposed, and called in some female officers to handle it..... which is commonly done when a suspect is going to be searched.... they usually get an officer of the same gender to conduct the search.
