God left Governments the authority to use the sword against evil people. The red sword is an indication that the same Governments use the sword against people who are not evil.
Ro:13:1-6:
Let every soul be subject unto the higher powers.
For there is no power but of God:
the powers that be are ordained of God.
Whosoever therefore resisteth the power,
resisteth the ordinance of God:
and they that resist shall receive to themselves damnation.
For rulers are not a terror to good works,
but to the evil.
Wilt thou then not be afraid of the power?
do that which is good,
and thou shalt have praise of the same:
For he is the minister of God to thee for good.
But if thou do that which is evil,
be afraid;
for he beareth not the sword in vain:
for he is the minister of God,
a revenger to execute wrath upon him that doeth evil.
Wherefore ye must needs be subject,
not only for wrath,
but also for conscience sake.
For for this cause pay ye tribute also:
for they are God's ministers,
attending continually upon this very thing.
Render therefore to all their dues:
tribute to whom tribute is due;
custom to whom custom;
fear to whom fear;
honour to whom honour.
It is also a given that they would fail at their duties and the appropriate punishment would also come down on their heads. More is extracted from those that are given more.
Jer:25:33-38:
And the slain of the LORD shall be at that day from one end of the earth even unto the other end of the earth:
they shall not be lamented, neither gathered,
nor buried;
they shall be dung upon the ground.
Howl,
ye shepherds,
and cry;
and wallow yourselves in the ashes,
ye principal of the flock:
for the days of your slaughter and of your dispersions are accomplished;
and ye shall fall like a pleasant vessel.
And the shepherds shall have no way to flee,
nor the principal of the flock to escape.
A voice of the cry of the shepherds,
and an howling of the principal of the flock,
shall be heard:
for the LORD hath spoiled their pasture.
And the peaceable habitations are cut down because of the fierce anger of the LORD.
He hath forsaken his covert,
as the lion:
for their land is desolate because of the fierceness of the oppressor,
and because of his fierce anger.
Isa:56:9:
ye beasts of the field,
come to devour,
yea,
all ye beasts in the forest.
His watchmen are blind:
they are all ignorant,
they are all dumb dogs,
they cannot bark;
sleeping,
lying down,
loving to slumber.
Yea,
they are greedy dogs which can never have enough,
and they are shepherds that cannot understand:
they all look to their own way,
every one for his gain,
from his quarter.
Come ye,
say they,
I will fetch wine,
and we will fill ourselves with strong drink;
and to morrow shall be as this day,
and much more abundant.
