Mail in voting was promoted as a safer way to vote than in person due to Covid but it wasn't set up specifically for Covid, just encouraged.
The in person polling was set up before Covid. Only one place was added AFTER the fact, according to the story you posted, and that was due to Democrats thinking that Lancaster was a more disenfranchised area with people who voted more in person than by mail.
I agree, if the current lead is maintained, Republicans win, which totally nixes Trumps excuse, and that of other Republicans, that Republicans will "never win again" if there is voting by mail; an excuse which they use to try and disallow voting by mail, so there is voting in person, even during a health crisis like the current one that could affect voting in November.
