what you seem to misunderestimate is that BC could not build its own pipeline through the province. There are about 50 jurisdictions that need to comply.

Only LNG to the coast which are being built now, oil heads to Alberta
Any p/l is required the NEB to sign-off

Only inter-provincial P/L are subject to NEB regulations, provincial P/L's are subject to provincial standards and regulations
