I've been on quite a few reserves and I didn't see that on "every" one and only in a few yards. If it is what you saw, then you have selective, biased sight. Interesting thing about water is that no matter how much we use it is always returned to mother earth. Not necessarily in the area it came from but always returned.

We could do much better in managing water by not turning prime farmland into strip malls and deserts into farms.
