Did they follow the guidlelines the Province of ON set? If yes then it's the Provincial guidelines that should be attacked if CAS didn't meet those guidleline then look at them.

I kind of doubt the provincial guidelines allow for a child to be given in custody to someone who has a history of criminal acts as well as multiple reports of abuse made against him.

There's no logic in removing a child from a biological parent because the parent is a drug addict, then putting a child in the custody of an addict. Then replacing the child with the same addict after the foster parent went to rehab. There are enough red flags in the history of the file that makes it compulsory to review that file and how it was handled.

They have been known to eff up on plenty of occasions.

False dichotomy. Her parents and Hassan weren't the only choices.

To take it step further in tludicrousus land, she should bsuingng the pedophile who abused the pedophile since the vast majority of pedophiles were once abused themselves.
Well, first off, I don't see anything in the article about anybody suing anybody, except the Crown suing Hassan (which is kinda weird, I mean, what business is this of Queen Elizabeth's, FFS?).

Secondly, the fact that the girl's parents were scumbags doesn't let CAS or Hassan off the hook. That's like saying if someone has been mugged and left bleeding and unconscious on the sidewalk, and you come along and steal his shoes, the theft of the shoes is the fault of the original mugger.

They knew he was a pedophile? He was wearing a neon sign in the application interview?
They knew he had a pretty extensive rap sheet. They knew they had reports indicating physical and sexual abuse.

Irrelevant. When the government takes kids away from their homes, the government becomes responsible for their welfare.
