You do realize that media and periodicals use a lot of stock photos, right? Meaning if they haven't got actual footage or photos from the the story, they'll search their database for an appropriate image.

The photo was taken by a high rez camera in a fly by. Those people were not contacted. There are groups who try to protect them from contact, and one of them took the picture at a distance to prove their existence. It was in an article in National Geographic before it was taken over by the king of tabloid trash news papers, Murdock.
