Carter's talking out his a*s. When and if DOUCHE is defeated, we will deal with everyone according to our needs and interests at the time.

I agree with Carter if what he meant is "When ISIS is defeated, I will be retired and making mad change in the think tanks and on the speaker's circuit bitching and moaning about how this or that country didn't help enough."
