But I'm not surprised you don't understand that.Yet I bet I could find some non conform to regs on your part,did you do a stream flow test before applying for a water extraction permit or do you even have one?;-)
I would love to do a stream flow test before and after your paddlewheel because I know I would find some uncomformities which would put you in violation just by what you have posted so far.
