Of course. His whole "Only I can save us from the terrible hordes of Others trying to destroy us" is the quintessential fascist message. There are only two components to fascism, fear of the Other and "only I" of the Dear Leader.

Some people have been known to buy degrees on the market and drug dealers do a lot of fighting too.
