The whole "The rich don't pay their fair share" is a canard. I can't speak for Canadian numbers but I do know that in the US just 4% of the taxpayers pay 59% of the income taxes.
I have the numbers for Canada. The top 10% paid 54.8% of all taxes while the bottom 50% contributed just 4% towards the collective personal tax bill.
People earning $250,000 or more represent 1% of the taxpayers in Canada and pay 21% of all federal income tax.

That makes sense as the 33% of those millions they are making up adds up a lot faster than 17% of more people earning $40k/year.

Yeah, but they're still "rich" so therefore they aren't paying their fair share apparently.
There are likey 100 guys making $40k and to every one making a billion (or more). Each is a vote. If you were pandering for votes, who do you target to raise taxes from the 1 guy or the 100?

The numbers would suggest that the poor are not only freeloading on their fair share of taxes, they also use far more government services than the rich. Kind of like double dipping.

Excepting that the "rich" are the government employees. Compare their milking of government services and benefits vs the "poor" getting a GST rebate.

200,000 provincial employees in Ontario earning > $100.000. Guaranteed a few federales in there as well.

Julie Payette having a government jet standing by can get pricey. Another one for Michelle Jean. Adrienne Clarkson wants one as well.

That's been known forever however there are those who simply keep telling us that the "rich need to pay more" - they just don't say how much more.

I think that is a good reason to go to a flat rate or raise the GST and drop the Income tax completely, everybody pays their fair share.
