Toronto fell into the same trap as Justin... when Justin said all are welcome he did not expect illegal immigrants to swamp his border. When Toronto said they are a sanctuary city they did not expect illegal immigrants to actually go there. So now they are asking for help!

tater tot would never do that considering that they NEB refuses to account for the carbon footprint of foreign oil and the cost to sail it from the ME or South America
